Prior to joining Kennedy, PC Law Offices, Ms. Kennedy was employed by the Pennsylvania Credit Union Association (“PCUA”) as assistance general counsel. PCUA is a trade association that represents credit unions and their members across the state of Pennsylvania before state and federal legislative and regulatory entities. During her employment, Ms. Kennedy advised the PCUA regulatory committee and provided comment to state and federal regulators regarding the impact of regulatory proposals. She was also responsible for managing significant litigation involving several lawsuits between state-chartered credit unions and state-chartered banks in which the credit unions were successful in establishing their legal authority to serve large geographical areas. Ms. Kennedy spent much of her time advising the senior management of the Association, as well as, giving presentations to credit union CEOs and senior management.

Ms. Kennedy served on Governor Tom Corbett’s transition team, providing information and recommendations regarding the function and activities of the Pennsylvania Department of Banking.

Prior to her employment with PCUA, Ms. Kennedy was general counsel and senior vice president to a one of the largest independent mortgage banking companies in the Mid-Atlantic Region. Her responsibilities included: providing legal advice to officers and employees regarding statutory and regulatory requirements associated with conducting a multi-state mortgage banking and brokering business. She managed the licensing and compliance area; coordinated and responded to state banking regulatory audits and examinations; analyzed the impact of pending legislation and proposed regulations on businesses conducted by the company and participate in strategic planning. Ms. Kennedy currently serves as counsel to the Pennsylvania Credit Union Association.

Ms. Kennedy was counsel for the Pennsylvania Department of Banking for ten years during the Casey and Ridge Administrations. During her time with the Banking Department, Ms. Kennedy was Deputy Chief Counsel and Acting Chief Counsel. Her responsibilities included: providing legal advice to the Secretary of Banking, officials and employees of the Department; analyzing and drafting proposed legislation affecting the various financial industries; negotiating terms of settlements and enforcement actions on behalf of the Department with regulated entities and their counsel; and conducting training seminars for Commonwealth employees and the public regarding laws, regulations and matters affecting the financial industries regulated by the Department.

Ms. Kennedy was selected as one of twenty mediators to participate in the Office of General Counsel (“OGC”) Mediation Program, which was a pilot program intended to provide an alternative dispute resolution option to parties having disputes with state agencies of the Commonwealth of Pennsylvania. She has participated on various task forces developed by the Conference of State Bank Supervisors, which drafted Statutory Options for Multi-State Trust Activities; The Nationwide Cooperative Agreement, entered into by 48 states, Puerto Rico, the Federal Deposit Insurance Corporation and the Federal Reserve System; the Nationwide Cooperative Trust Agreement for the Supervision of Interstate Trust Institutions, entered into by 42 state banking supervisors; and the Uniform Application for Multi-State Trust Activity.

Ms. Kennedy graduated from The Dickinson School of Law of the Pennsylvania State University and was admitted to practice law in Pennsylvania in 1992. She obtained her undergraduate degree from The Pennsylvania State University, where she graduated with high distinction in 1988.
